So my sims have woohoo-ed with each other but the guy still can't propose to the girl. I'd like to know why and any help so the guy can propose would be appreciated.

Edit: p.s. their relationship bar is full.

You have to do more than just sex - like in real life.
Just sex shouldn't (shouldn't) be solid grounds for two people to get married. The game is trying to convey this.

It is not enough to have the relationship bar full.  You must make many romantic interactions to become before you eventually get the propose option.  In my experience it takes a long time.

When your sim is speaking to their partner. I think the proposal option is unlocked when it say's "So-and-So thinks They-and-Them is being very alluring." From "Very Alluring" on It's pretty much a go. But, be careful because they can still be rejected. (Although unlikely.)

I find a good mix of Friendly and Romantic actions work best. And better yet, It means your Sims actually are falling in love, instead of it being a heat of the moment thing. I usually save "WooHoo" for after marriage. That's just my personal morals though.

I bet one of the Sims is going steady with someone else. Get them to break up first.

There is also the possibility that one of the sims... the guy more than likely... could have commitment issues... u should buy a book and tell him to read it... Unless it is a guy you made... then probably not the problem. HAHA

yup. This happened with me, and i got really annoyed & confuzzled  Huh hehehehe but then I figured out that they just have to either
A- improve their relationship to the Max
B- the one you want to propose to might have commitment issues (if so then just make them read the commitment issue book...whatever it's called  Wink)
C- One is "going steady" with another sim- you'll need to make that sim break up with the other sim or just give up & move on...This is something I like to do that's called "Virtual Cheating"

One thing that gets quite...strange in this game is if the sim gets pregnant with your boyfriend's baby (if your playing as a girl, that is) and you break up with the guy...it's like real life, so if anyone tells you this game is NOT educational, just explain this to them  Wink
